Bellaire flasher preys on Good Samaritans: Women who stop to help withdirections get an eyeful
Say you're walking down the street, just minding your own business. A car pulls up and the man inside asks for directions. As you approach the vehicle, the driver appears to be fidgeting with something — probably a map or a cell phone.
But when you get to the window, you realize you've been duped . . . The man is exposing himself.
"He would drive down residential streets of Bellaire, locate a female and get her attention by asking for directions," said detective Mike Lacey. "Inside the car, he'd be masturbating in the driver's seat."
While surely not an everyday occurrence in Bellaire, the scene was all too familiar to two women who were able to capture the license plate number of a drive-by flasher on July 9 and 10, according to KTRK Ch. 13.
The Bellaire Police Department (BPD) traced the car to nearby Houston resident Gilbert Velazquez, who was arrested on Monday.
"He would drive down residential streets of Bellaire, locate a female and get her attention by asking for directions," BPD detective Mike Lacey tells CultureMap. "Inside the car, he'd be masturbating in the driver's seat. When the complainants were startled, the man drove away."
Lacey notes that the two incidents appear to be fairly random, one inside the Loop and the other outside. The department has received additional complaints as news of the Bellaire flasher spreads.
Velazquez is currently listed on the Texas Department of Public Safety's sex offenders registry for indecent contact with a 10-year-old girl in 2011 . . . At the moment, he remains behind bars at the Harris County jail with a $5,000 bond.
