Ambassador Francis Rooney is the CEO of Rooney Holdings and is the chairman of Manhattan Construction Group, a diversified construction organization based in Tulsa, Oklahoma. From 2005 through 2008, he served as the United States Ambassador to the Holy See, appointed by President George W. Bush. After government service, Rooney rejoined the Board of Advisors of the Panama Canal Authority, is a member of the Board of the Florida Gulf Coast University Foundation and former chairman of the Board of Visitors for the College of International Studies of the University of Oklahoma.
