In a briefing on weather and road conditions Friday afternoon, Mayor Annise Parker and Harris County Judge Ed Emmett announced that nearly all city roads are passable, but motorists should remain wary of ice on bridges and overpasses.
Normal hours for all city services and facilities will resume Saturday, including trash pick-up. Parker added that she anticipates temperatures being warm enough Saturday to melt any remaining ice and bring conditions back to normal.
Parker said that police had responded to around 800 accidents Friday morning.
"Fortunately a lot of folks heeded the advice to stay home. Most of the roads are certainly passable now. But we had an astounding number of minor accidents across the city," she said.
All toll roads have reopened, but Houston Police Department officials are urging residents to refrain from driving tonight and early Saturday morning, when temperatures will remain under freezing.
